Abstract

Indonesia has gone through a series of political changes since the fall of the New Order regime. The people of Indonesia have been granted more freedom of speech or freedom of expressons, which, in the past such rights were only part of political discourse but never be realised. Direct parliament and presidential election also were introduced after Soeharto succumbbed his power in 1998. Moreover, local people at the district level are granted the autonomy, in which direct election was introduced to select district leader. Eventhough, health care is considered as the right that should be provided by the authorities, but not all local governments realised about this. Several local governments have introduced free health care for their local people, as part of the promise during the campaign. But, the question is about the sustainability of this program, since that will put pressures on the budget. As long the budget is sufficient, a region will be able to launched free medic care program, but whenever that region short of funding, it will postpone that program. One of the major issue is that free medic care has been used as themes in political campaign, therefore, the sustainability of this program depends on the candidate who won the election. Whenever the local leaders loose his/her seat, the free heatlh care program might be suspended.

Abstract

The Eastern Indonesia Knowledge Exchange (BaKTI) currently functions to encourage discourse and interaction on development in the region through the Eastern Indonesian Forum as a network of reformers, and supporting activities derived from the forum; knowledge exchange for the collection, collation and distribution of development knowledge; collaborate with local governments and communities in a variety of small scale activities initiated by local partners; and provide development project support functions to international partners seeking to develop projects in the region. This case study provides a brief update on BaKTI’s current passage and reflections on the process BaKTI has undergone. It examines the conditions underlying the need to develop a regional based support office and related processes of development. Finally, outcomes that can be attributed to BaKTI are described, together with how these contribute to the global development effectiveness agenda.

English Language in Indonesian Schools in the Era of Globalization

Abstract

According to historical records, following the independence of the Republic of Indonesia, the Dutch language was replaced by English as the first foreign language, and has been recognized as such in Indonesia since1955. Globalization brings about an increase in international competition. The mastery of science and technology becomes the key to winning the competition. For that reason, English should function as an instrument of applying and advancing science and technology to accelerate the developmental process.

Furthermore, in the era of globalization, English plays a key role in many areas including economics, politics, culture, communication and education. Though the status of English in Indonesia is a foreign language, English is one of the most favorite foreign languages used and taught at schools. It has been taught from primary school to university level. Recently, the introduction of International Designated Rating Schools (Rintisan Sekolah Bertaraf Internasional) and International Rating Schools (Sekolah Bertaraf International) across provinces of Indonesia has led to the significant growing interest of school students to learn English. The impact of language and education policy to those International Rating schools in Indonesia has also changed the mindset of parents and children towards the importance of English language mastery in this modern era.

Furthermore, it can be argued that the presence of International Rating Schools have gradually changed the image of Indonesian people against the discrimination and domination of English language teaching and use which used to be centralized in only particular big cities in Indonesia. This paper, therefore, will discuss the impact of language education policy towards the use of English as instructional language in International Designated Rating Schools (RSBI) in Central Sulawesi Province.
