Abstract

Indonesia has gone through a series of political changes since the fall of the New Order regime. The people of Indonesia have been granted more freedom of speech or freedom of expressons, which, in the past Such rights were the resource persons only part of the political discourse but never be realised. Direct parliament and the presidential election were the resource persons also introduced after Suharto succumbbed his power in 1998. Moreover, local people at the district level are granted the autonomy, in the which the direct election was introduced to select district leaders. Eventhough, health care is Considered as the right That Should Be provided by the authorities, but not all Local Governments realised about this. Several Local Governments have introduced free health care for Their local people, as part of the promise During the campaign. But, the question is about the sustainability of this program, since That Will put pressures on the budget. Long as the budget is sufficient, a region Will be Able to launched free medic care program, but Whenever That region short of funding, it will of course That postpone. One of the major issues Is that free medic care has been used as themes in the political campaign, therefore, the sustainability of this program depends on the WHO's candidate won the election. Whenever the local leaders loose his / her seat, the free heatlh care programs Might Be suspended.
