Eastern Indonesia faces many development challenges are very complex, particularly those related to poverty and food security. Food security problems are not only related to the problem of food security but also food quality issues. Quality of food associated with the processing of food by the consumer-end, which since the commencement of food crops are still cultivated by farmers. This is the biological significance of the concept of resilience or biosecurity, biosecurity reasons related to food security and quality of community life in Eastern Indonesia.
The main question is how do we further address these challenges, taking into account cultural diversity, and the remoteness of the region as well as the distribution of the population in this vast area?
One of the factors that cause congestion in the handle and align the programs related to biosecurity in eastern Indonesia is the issue of information sharing between government, academia, NGOs, donors, and community, especially the information about the successes and failures of the program implemented. Limited access to communication facilities can also impede development, especially due to difficulties in obtaining information and knowledge needed.
Maluku province, as a province of the archipelago has its own uniqueness. Challenges faced by the Province of Maluku became more multiplied due to geographical factors. Maluku provincial government has attempted to answer these challenges through regional management approach to Force Island, Sea Island area, and Doors Plural with growth centers that serve as a public service centers, trade centers, as well as traffic flow of goods and services (Ralahalu, 2010) . Maluku provincial government has also established 12 clusters Island as a public service clusters. The 12-island cluster need to be optimized existence.
This needs to be optimized through the role of human resources to manage the local potential. On this side of the involvement of researchers and research results indispensable in the formulation of development policies. In terms of biosecurity, it is necessary to optimize and increase the effectiveness of biosecurity programs.
In an effort to build the idea of the situations above, then this seminar and workshop held in Ambon. With the main objective to discuss the development of strategic direction related to biosecurity.
