NTT transformed! Or Dead
By Wilson MA Therik
Behind the development practices that while we wrestled, contained a narrative of moral and empirical. Pos Kupang news about the limited and delayed delivery of hybrid maize seed and fertilizer in different areas / districts, so that farmers desperate mempertotonkan sad panorama construction practice, not because of the failure of 'projects' but because of the poor people of the name of the project there.
The following scene is when enough memrihatinkan Belu regency administration has launched a passionate 10 000 cattle development program, which seemed without a 'blue print' clear that forced Mr. Vice-Governor of NTT and the Dean of the Faculty of Animal UNDANA, warned that it's not as easy as flushing program development involving cattle farmers / traditional farms.
There are many readings of the controversy and paradox visible, amid the fragrant aroma of 'Wine Red' expectations about the birth of a seasoned operative province, Cattle, Corn, and Sandalwood.
First, development is limited by the narrow point of view, namely as an administrative instrument, especially the ending with the term 'project'. Because the target is a project, which in the early planning of 'mixed' through the matrix, input-output process, which is outdated, then the explanation of how a policy is translated into practice, become invisible and hidden. Development instruments that are used instead to determine not only the result, but especially the goal of development itself, as well as vulgar mempertotonkan, how co-opted the language of the policy and so on, until there is never a single voice.
Second, the program is clearly sapinisasi jagungisasi and government intervention that involves the participation of farmers and ranchers who are active, as well as the object of the subject which unfortunately are not well prepared in advance. The issue of the failure of 'project' does his business simple, stay back in the DUP proposed next year, but small farmers are waiting for seeds and fertilizer suffering, great suffering for a year / season, due to the rainy season, planting season passed, and they wilt with corn is withered.
Third, a study that we too often go without a map (road map). Arrival time, it was reasonable. Fourth, poverty, and thus has become a 'commodity'.
Moral of farmers is at stake
Poor rural farmers are compelling reasons to obtain central government funding or donors at home and abroad. But when the funding arrives, the role of poor farmers is just extras in the great drama of development with the words and imagery of a populist.
All we know that farmers / ranchers in the province we are subsitens farmers, are vulnerable to hunger. A crop failure, a tornado, not the cause of the peasants to eat less, but the expense of self-esteem and be a burden to others, or do anything. That's why when the promise of improved seed and fertilizer did not arrive, you can imagine how 'angry' farmers, because failure to destroy their lives. Unfortunately, 'resentment' poor farmers are too weak, his voice barely audible (by humans) but if it is accompanied by tears of rage, then they must have heard the prayer of God.
Poor farmers in the province at least enjoy 'the rich' for 3 to 4 months of the year, when the harvest of corn and vegetables growing in the yard. When 'the rich' brief that fails, we are left with prayers and tears.
Therefore, any development intervention of any kind, let alone in the name of the person / poor farmers, and involving them, should and must start with a draft of a comprehensive design with a focus that address major challenges: "Who gets the benefit / benefit with this activity. Project leader? Entrepreneurs the winning bidder? Broker? Politicians? Or anyone? If it were not farmers (small), forget about that project!
Simple subsistence farmers that 'we are forced' or 'forced' to deal with the ferocity of globalization. They were forced to depend on superior corn seed (American production) and production of chemical fertilizer industry outside NTT, and continue to depend on every year. Is that the road map as we prepare?
Poor farmers who were 'forced' to deal with renternir both individual and hidden under the armpit NGOs, cooperatives, or other socio-economic institutions without bargaining power, especially when dealing with a hungry stomach, health costs, education and other pressing needs . Do not be fooled and do not pretend to be surprised, if the Bank in the province of life of the consumption sector, cooperatives, the most developed in NTT is the credit cooperatives, which in the end credits for consumption, or other debt to cover the hole (a hole dug holes closed).
If the pace of development of an area is determined by consumption rather than production, if only for consumption credit cooperatives and not for productive enterprise, the Provincial Cooperative became the gateway to the 'consumer society that is not productive, and not character, who rely and depend.'
Transformed, or die
The world is changing so fast, things change if we do not, we will be changed. Not change just to change but change for the better in order to survive the crashing waves of change and hope. That's a bit of 'sermon' or 'speech' rhetoric, which, if not accompanied by an U-turn right now and new innovations, will be a memorable song, an entertaining moment.
Although aware of a 'movement of change' is sometimes shocking, frightening, paradoxical and difficult to be accepted by people who are vested and seduced by the old habit / traditional, and other consequences, change and innovation for regional development in NTT beloved, it is an "imperative need . '
Some of innovation and change as an example / stimulants can I propose to consider, among other things:
- Bank for the poor
We do not need to dismantle the false shame to tackle poverty in poor areas that NTT is by adopting the pattern of Grameen Bank (Bank of the Poor), which was developed by Mohammad Yunus in Bangladesh. Even the American Superpower country, and developed countries / developing countries such as Malaysia and the Philippines, also have tried and succeeded. NTT why not? (Grameen supposedly been tried in West Java, but its development could not be heard from again).
I invite us all to not sink into a vicious cycle of internal testing and is moving out (outword looking) to reach another opportunity that has proven to be implemented and managed. Who's Afraid?
- Authority cows and corn
Quite interesting if we follow the explanation of the Belu district Bappeda Chairman, that the general plan made by Bappeda, technical plans made at the Ranch Kadis. I dunno, maybe ask to trade issues Kadis Trade, transportation problems in the Kadis of Transportation, and so on, which illustrates just how complex and not the focus of a program. There is a coordination meeting, but as always, the choir together, on their own rice.
Authority cattle and corn are the cross-sector institutions that are created (such as Dolog) with a focus on the two flagship commodities (commodity wised) which was established by local regulations, and institutions consists of all elements / agencies, as well as established from the provincial, district and, sub- .
Unlike the agriculture department is thinking of different types of plants, or offices with various types of livestock farms, this authority every day just thinking about cows and corn, period. Only then panorama and the paradox between dream and reality, between idea and execution, between theory and practice into hope, beautiful melody of the song 'glass of red wine'.
- Medium-skilled labor
World, especially the developed countries in Europe, America and Australia is currently in desperate need of thousands of nurses (nurse), and if prepared properly, they would become heroes income for the country, a hero to the family economy in the province. Forget the maids to Malaysia.
Strategic steps to be implemented are:
- Assessment and placement of educational cooperation with developed countries (proactive)
- Preparation of nurse education infrastructure and facilities to international standards and implementation.
- NTT is ready and able young man, when?
Every year thousands of young people completing undergraduate studies at NTT NTT and outside NTT. A pride and a heartbreak. Where they have to work or trying to?
If an idea bank for the poor in NTT agreed and went with the style of Grameen Bank, the workforce as an employee of a different bank with another bank, that bank employees who visit clients from village to village, then the thousands of workers are quite prestigious (bank employees) will absorb the labor force unemployed graduates. We create jobs themselves, in their own country.
Transformed, for the sake of the poor and forgotten, for the small farmer, for the sake of posterity. Transformed by love.
